Every day, we work alongside employers, learners and partners to ensure people have access to the skills, opportunities and support they need to succeed, while helping businesses develop the workforce required to thrive.

As one of Greater Manchester’s largest providers of technical, professional and vocational education, we play a vital role in responding to local skills needs, supporting economic growth and creating pathways into employment.

This report highlights some of the impact we have delivered together during 2025/26 and our ambitions for the year ahead.

Responding to Skills Needs

The skills landscape continues to evolve rapidly.

Employers are facing workforce shortages, emerging technologies are reshaping industries, and communities continue to require access to high-quality education and employment opportunities.

Throughout 2025/26, we have continued to align our curriculum, partnerships and investment to the priorities identified by employers, the Greater Manchester Local Skills Improvement Plan, local authorities and regional growth strategies.

Our focus remains clear:

By the Numbers

326 T Level Learners

A 38% increase on the previous year, creating more opportunities for young people to develop industry-relevant skills in sectors including Construction, Engineering, Digital and Health, whilst supporting employers to build future talent pipelines.

1,053 Apprentices

Supporting employers to develop talent, build capability and address workforce challenges across Greater Manchester.

Growing Employer Partnerships

Working collaboratively with businesses to shape curriculum, provide industry placements, support recruitment and co-create solutions to workforce challenges.

During 2025/26 we strengthened relationships with employers across Greater Manchester, supporting curriculum development, workforce planning and talent pipelines.

Highlights included:

  • Expanding strategic partnerships with employers including Manchester Airports Group (MAG), VINCI Building, GMI Construction, ABM, Swissport, DNATA and Stockport NHS Foundation Trust.
  • Establishing and strengthening Skills Advisory Boards, enabling employers to directly influence curriculum design, industry projects and workforce development priorities.
  • Supporting employers through apprenticeships, workforce development programmes and sector-specific recruitment initiatives.
  • Increasing employer participation in T Levels, work experience and industry placements, helping learners gain valuable workplace experience whilst supporting employers to access future talent.

Delivering Skills for Growth​

Our curriculum continues to be shaped by employer need and economic opportunity.

Supporting regional housing, infrastructure and retrofit ambitions through technical education, apprenticeships and workforce development.

Key developments included:

  • Continued growth in Construction enrolments and apprenticeship provision.
  • Investment in construction facilities and specialist technical training.
  • Employer partnerships supporting skills development in construction trades, site management, retrofit and sustainable construction.
  • Active collaboration with employers through curriculum planning and workforce discussions linked to regional construction demand.

Developing the technical skills needed to support innovation, productivity and industrial growth.

Highlights included:

  • Growth in Engineering and Advanced Manufacturing provision.
  • Employer engagement supporting curriculum design and technical skills development.
  • Continued development of Higher Technical Qualifications and progression routes linked to engineering careers.
  • Strengthening links with advanced manufacturing and engineering employers across Greater Manchester.

Developing the technical skills needed to support innovation, productivity and industrial growth.

  • Growth in Engineering and Advanced Manufacturing provision.
  • Employer engagement supporting curriculum design and technical skills development.
  • Continued development of Higher Technical Qualifications and progression routes linked to engineering careers.
  • Strengthening links with advanced manufacturing and engineering employers across Greater Manchester.

Supporting workforce development across health, care and early years provision to meet growing demand.

Key achievements included:

  • Growth in Health and Early Years recruitment.
  • Strong partnerships with NHS organisations, care providers and local employers.
  • Expansion of industry placements and work-based learning opportunities.
  • Development of workforce pathways supporting progression into nursing, healthcare support and social care careers.

Embedding sustainability and future skills across our curriculum to support the transition to a greener economy.

 

During 2025/26 we:

  • Continued development of clean energy and low-carbon skills pathways.
  • Embedded sustainability themes across curriculum and enrichment activity.
  • Supported learners and employers through carbon literacy and sustainability initiatives.
  • Began exploring future skills opportunities linked to retrofit, renewable technologies, EV infrastructure and sustainable construction.

Stronger Together: Working with Employers

Partnership sits at the heart of everything we do.

From curriculum design and industry placements to apprenticeships and workforce development, employers play a crucial role in shaping the learning experience and ensuring our provision remains relevant and responsive.

This year we strengthened partnerships across Greater Manchester, creating new opportunities for learners whilst helping employers address recruitment, retention and skills challenges.

Examples include:

  • The continued growth of the Manchester Airport Skills Hub, bringing together employers, education providers and stakeholders to support recruitment, workforce development and careers engagement.
  • Collaborative workforce development initiatives with NHS partners, local authorities and employers across key sectors.
  • Employer-led curriculum reviews and programme development aligned to Local Skills Improvement Plan priorities.
  • Bespoke leadership and management programmes supporting workforce capability and organisational development.
  • Joint initiatives supporting social mobility, employability and access to opportunities for local communities.

Together, we are creating a stronger pipeline of talent for the future.

Creating Opportunity

Skills are about more than qualifications. They create confidence, aspiration and opportunity.

Throughout the year we have continued to support:

  • Young people progressing into employment, apprenticeships and higher education.
  • Adults looking to retrain, upskill or change career.
  • Learners with SEND and High Needs through supported internships, employer engagement and progression pathways.
  • Individuals facing barriers to employment through Skills Academies, employability programmes and sector-based work academies.
  • Communities across Trafford, Stockport and Greater Manchester through place-based partnerships designed to improve access to skills and employment.

Our work continues to focus on ensuring that everyone, regardless of background or circumstance, can access opportunities to succeed.

Innovation in Action

One of the standout examples of partnership working has been the continued development of the Manchester Airport Skills Hub.

Created in partnership with Manchester Airports Group and employers across the airport community, the Hub is helping address workforce challenges through recruitment support, workforce development, careers engagement and skills planning.

The initiative has brought together employers, education providers and stakeholders to:

  • Support recruitment into airport and aviation careers.
  • Develop workforce skills through training and progression opportunities.
  • Inspire future talent through employer engagement and careers activities.
  • Strengthen collaboration between industry and education.

Alongside the Airport Skills Hub, our Construction, Digital and Employability Skills Academies have continued to support local people into learning and employment, while our FE Innovation Fund projects have explored new approaches to innovation, employer engagement and workforce development.

Together, these initiatives demonstrate how collaboration, innovation and partnership can help address skills challenges whilst creating opportunities for learners, employers and communities.

Looking Ahead: 2026/27

Our ambition remains bold.

In 2026/27 we will continue to strengthen our role as a trusted partner for learners, employers and communities.

We will:

Increase employer involvement in curriculum design and delivery.

Grow apprenticeships, T Levels and higher technical education.

Support more people into employment and career progression.

Develop future skills in digital, AI, sustainability and leadership.
